We are seeking an accomplished Industrial Relations Specialist to join our team in Israel. In this role, you will play a critical part in managing relationships with trade unions and employee representative bodies across the country. As part of the Human Resources team, this role focuses on collective labour agreement (CLA) negotiation, compliance, and risk mitigation, while also advising leadership on strategic workforce measures that enhance talent attraction and retention within controlled cost frameworks.

Key Responsibilities:

Union & Industrial Relations Management

  • Act as the primary liaison with recognised trade unions, works councils, and employee representatives.
  • Build and maintain constructive, professional relationships to support stable industrial relations.
  • Represent the organisation in negotiations and consultations with unions.

Collective Labour Agreement - Negotiation & Administration

  • Lead negotiations on collective labour agreements, including pay, benefits, working conditions, and restructuring terms.
  • Interpret, implement, and monitor CLAs to ensure compliance with Israeli labour law and organisational policy.
  • Advise on implications of union agreements on operational flexibility and cost structures.

Employee & Labour Relations Case Management

  • Manage complex employee relations issues, disputes, and grievances in unionised environments.
  • Support disciplinary and restructuring processes in line with legal and contractual obligations.
  • Provide guidance to line managers on employee relations risk and best practice.

Strategic Workforce & Talent Advisory

  • Partner with HR and business leaders to design cost-effective workforce strategies that:
  • Attract and retain critical talent
  • Align with market competitiveness
  • Remain compliant with union and legal frameworks
  • Identify opportunities to optimise reward structures within the constraints of CLAs.
  • Support initiatives that enhance employee engagement and retention in unionised populations.

Risk, Compliance & Governance

  • Ensure full compliance with Israeli employment legislation, union agreements, and internal policies.
  • Identify industrial relations risks (e.g. disputes, strike exposure, litigation risk) and develop mitigation strategies.
  • Support audits, due diligence, and organisational change initiatives (e.g. M&A, restructuring).

Policy Development & Change Management

  • Develop and implement industrial relations policies, procedures, and frameworks.
  • Contribute to strategic HR projects impacting unionised employee groups.
  • Lead or support consultation processes for organisational change.

Key Skills & Experience:

Essential

  • Extensive experience in industrial relations / labour relations in Israel
  • Proven track record negotiating collective labour agreements
  • Strong knowledge of Israeli labour law and union frameworks
  • Experience managing complex employee relations cases
  • Commercial awareness with ability to balance cost control and employee outcomes
  • Excellent stakeholder management and negotiation skills
  • Fluent Hebrew and English

Desirable

  • Experience in multi-site or operational environments (e.g. logistics, security, cash services)
  • Exposure to multinational organisations
